Judging

There will be two rounds of judging. The first assessment will be to identify a maximum of 20 projects to proceed to the second round of judging. These 20 projects will be selected based on the criteria (see application criteria) and the information supplied in the short form business case.

The projects selected to proceed to the second stage of judging are required to present their project using a storyboard format and a more in-depth business case. The business case will be reviewed by the panel of judges and all storyboards will also be profiled in The Press throughout the judging period.

The second stage of judging will be to determine up to five projects which will receive assistance to proceed to full feasibility stage. These projects will form the group of successful applicants and will receive access to the maximum support available to progress the case for their project.

Peter Townsend

Peter Townsend Peter Townsend is the Chief Executive of the Canterbury Employers' Chamber of Commerce and has held that position since 1996. The Employers' Chamber has over 3,000 members and concentrates on assisting members to improve their enterprises; ensuring members can operate in a business friendly environment; and encouraging new levels of business activity. Peter holds several corporate directorships including being a Board member of New Zealand Trade and Enterprise and is involved with a range of community groups and initiatives in this region that are in harmony with the objectives of the Employers' Chamber.

Peter is the Honorary Consul for Chile for the South Island, a Fellow of the Institute of Directors and a Fellow of the Institute of Management. Peter has a BSc (Hons) and a post Graduate Diploma in Business.

Rod Carr

Rod Carr Dr Carr was appointed Vice-Chancellor at the University of Canterbury on 1 February 2009.

Previously Dr Carr had been Managing Director of Jade Software Corporation Ltd. Dr Carr joined Jade in July 2003 after a distinguished career in the banking sector, most recently as Acting Governor of New Zealand's central bank, the Reserve Bank of New Zealand. During a five year career at the Reserve Bank he played a key management role as a director and Deputy Governor, including five months as Acting Governor. Prior to this Dr Carr was a senior executive at the National Australia Bank (NAB) in Melbourne, Australia. During his 11 year career in commercial banking, Dr Carr worked in senior executive and management roles spanning many aspects of the business.

Dr Carr holds a PhD in Insurance and Risk Management from The Wharton School, University of Pennsylvania, an MBA in Finance, MSc in Applied Economics and undergraduate degrees in law and in economics. In 2005 Dr Carr accepted an invitation to become a Fellow of the New Zealand Institute of Management and in 2006 Dr Carr was named NZ Hi-Tech Company Leader of the Year.

He is involved in several private and public companies as a director including Lyttelton Port Company Ltd and Taranaki Investment Management Ltd. Dr Carr is a Vice-President of the Canterbury Employers' Chamber of Commerce and a member of the Board of the New Zealand International Business Forum.

Married with four children, Dr Carr spends his spare time swimming and running and has completed the London, Paris, Athens, Boston, New York, Istanbul and Antarctica marathons in the past six years.

Philip Maurice Carter

Phillip Carter Philip Maurice Carter is currently the Managing Director of the Carter Group of companies.

Philip Maurice Carter is one of New Zealand’s more successful businessmen who has also made significant contributions to local government and the arts.

Philip currently holds directorships with Christchurch International Airport Limited, and the Carter Group of Companies. Previously, he has held directorships with Orion (NZ) Limited (formerly Southpower Limited), Trustbank (Canterbury) Limited, Christchurch City (Holdings) Limited, Enerco (NZ)_Limited, and CBD (NZ) Limited.

His local government involvement includes Waimairi District Councillor and Chairman of Finance Committee and member of all the Council’s main committees (1980-1986); and Christchurch City Councillor, Member of Policy and Resources Committee, Member of the Operations Committee, Chairman of Christchurch City (Holdings) Limited and Member of Fendalton and Waimairi Community Boards.

Philip’s large community involvement includes Principal Sponsor of Christchurch Heritage Week (2000 – 2007), Sole Sponsor of the Auditorium at the new Christchurch City Art Gallery, Sole Sponsor of Carter Group Annual Art Lecture Series (5 years), Sponsor or Art & Industry (9 years), Arts Festival Sposor (8 years), ad South Island Patron of Venice Biennale (2009).

Philip is Trustee of The Philip Carter Trust, which is committed to providing financial support for community, business and arts programmes.

Philip Carter has a BE Civil (First Class Hons), and a Dip Business Admin (Cant). He is a Member of the Institute of Professional Engineers, and a Fellow of the Institute of Directors, and also a Fellow of New Zealand Institute of Management.

John F Judge

John F Judge John F Judge is the chairman of Accident Compensation Corporation and a Board Director of Fletcher Building Ltd and ANZ National Bank Ltd. He is also on the board of a number of private companies.

John is involved in community activities including Chairman of the Board of Museum of New Zealand Te Papa Tongarewa, and Chairman of the Auckland Art Gallery Foundation. He is a member of the Board of Advisors to University of Otago School of Business, the Auckland Business School Advisory board, University of Auckland, and NZ Tennis Inc.

John has a B Comm in Accounting, and attended the IMD Lausanne in Switzerland. He is a Fellow of the Institute of Chartered Accountants of New Zealand.

Ruth Richardson

Ruth Richardson After her time as an architect of major reforms to the New Zealand economy as Minister of Finance from 1990 – 1993, Ruth Richardson established her own strategic and economic policy advice consultancy helping many countries undertake reform initiatives. She has since had considerable involvement in the local and international business community, currently being the Chairman of Jade Software Corporation, IMP Diversified Income Fund Ltd, the Kula Fund, Syft Technologies Ltd, and a director of the Centre for Independent Studies, LECG Corporation, Pre Seed Acceleration Fund, Oyster Bay Marlborough Vineyards Ltd, and Synlait Ltd.

Dr Keith Turner

Keith Turner Dr Keith Turner has 39 years experience in the New Zealand electricity industry. The last 25 years have been spent in senior executive positions. He has undertaken widespread participation in reform of the industry, both in industry review teams and acting for the Government on a range of industry Boards to establish Transpower, Contact Energy and Meridian Energy and M-Co (the market operations company).

Keith has held positions as Managing Director DesignPower (a professional engineering consultancy to the electricity industry), as Chief Operating Officer for ECNZ prior to its breakup and as a specialist industry advisor on a range of reform initiatives and development projects. He also sat on the Market Surveillance Committee of the New Zealand electricity market from 1996 to 1999 prior to taking up the position of Chief Executive of Meridian Energy following the breakup of ECNZ.

After 9 years leading Meridian Keith made the decision to step down (as from 31 March 2008) to pursue broader challenges. He now holds a number of Chairmanships specializing in growing small enterprises into large ones. As well, he is Deputy Chair of Auckland International Airport Ltd., and a Director of Spark Infrastructure, an ASX listed Co holding Australian distribution investments.

Keith has an active interest in ocean cruising, and fishing. He also enjoys fine joinery and cabinet making. In the past he has built a 38ft steel ocean cruising yacht, a 2500 sq ft replica colonial home and, along with his wife, enjoys developing their 3-acre property on the lines of an English country garden. His wife, Brenda, is a Medical Practitioner and they have 3 sons and a daughter.
